Studying in China

1. Selection of University and Subject
There are several ways to get information to help select a university and a subject. Most Chinese universities have their own websites and the easiest way is to visit their websites. There are also books or prospectuses introducing universities in China. There are about 300 Chinese universities, which provide courses for international students. Most universities that accept international students have a brochure of "Information for international students wishing to study at the university". The brochure can be obtained from the international office or international education or international students’ office. Nowadays most Chinese universities put all this information including application forms on their websites. Application can also he made through the Internet or by email. Information about applying for the Chinese government scholarships can be obtained from the Chinese embassy or consulate.

2. Application for Chinese Government Scholarship
In order to strengthen mutual understanding and friendship between the Chinese people and people from the rest of the world, and to develop cooperation and exchange in the fields of education, science, culture, economy and trade between China and other countries, the Chinese government has set up a series of scholarship schemes to sponsor international students and scholars to undertake studies and research in Chinese higher education institutions. The Ministry of Education of China, which is responsible for the provision of Chinese government scholarships, has entrusted the CSC to administer the recruitment of international students and the management of Chinese Government Scholarship Programmes. International students under the Chinese Government Scholarship Program will be placed in 88 Chinese institutions of higher education designated by the Ministry of Education of China. There are more than 300 specialties in science, technology, agronomy, medicine, economics, laws, management, education, history, liberal arts and philosophy available to international students in these institutions.

3. Chinese Government Scholarship Program and Application

  1. Chinese Government Scholarship Scheme
    This was established by the Ministry of Education of China in accordance with educational exchange agreements reached between the Chinese government and government of other countries and relevant international organizations. It is to provide international students or scholars from relevant countries or organizations with both full scholarships and partial scholarships. The scheme supports students who come to China to study as undergraduates, postgraduates, and Chinese language students or general scholars. Applicants may apply to the competent authorities of their home country or the Chinese diplomatic mission in their home country.
  2. China/UNESCO – the Great Wall Fellowship Scheme
    This is a full scholarship scheme set up by the Ministry of Education of China for candidates recommended by the UNESCO. Only general scholar candidates and senior scholar candidates are eligible. Applicants may apply either to UNESCO headquarter or to the UNESCO national committee in the applicant’s country.
  3. Distinguished International Students Scholarship Scheme
    This was established by the Ministry of Education of China to sponsor those outstanding international students who have completed their current study programs in China and wish to continue to pursue higher degree studies in China. It includes full scholarships and partial scholarships. Applicants may apply to CSC on the recommendation of their institution.
  4. HSK Winner Scholarship Scheme
    This is a full scholarship scheme established by the Ministry of Education of China to support international students with excellent performance in the HSK test held in countries outside China to come to China to study Chinese. Applicants may apply to CSC through the HSK test organizing institution or the Chinese diplomatic missions.
  5. Chinese Culture Research Fellowship Scheme
    This scheme was established by the Ministry of Education of China to sponsor overseas scholars and specialists of Chinese culture to conduct short-term research in China. Applicants may apply to CSC on the recommendation of relevant Chinese institutions, professors or the Chinese diplomatic missions in their home countries or directly to CSC.
  6. Short-term Scholarship Scheme for Foreign Teachers of Chinese Language
    The Ministry of Education of China established this for foreign teachers of Chinese language to improve their Chinese and Chinese teaching skills in China. Applicants may apply to CSC through the Chinese diplomatic missions in their home countries.

4. Details of the Chinese Government Scholarship

  1. Full scholarship: A Chinese government full scholarship covers tuition (or research) fees, emergency medical care, general learning materials, accommodation, living allowance, and a once only settlement subsidy and a once only inter-city travel allowance.
  2. Partial scholarship: one or several items from the full scholarship.
  3. International air ticket: Applicants are expected to meet their own international travel costs unless it is determined otherwise in bilateral agreements or arrangements.
  4. The rate of living allowance and other items included in the scholarship are detailed in the attached scholarship application procedures.
  5. Applications and Recruitment
    The period for recruiting international students under the Chinese Government Scholarship Program is normally from the beginning of January to the end of April. Details about application procedures are determined through consultation between the Chinese diplomatic missions and the relevant authority of the applicants' home countries. Applicants may contact the relevant authority or the Chinese diplomatic missions in their home countries for details. There are 88 institutions of higher education that are designated by the Ministry of Education of China to admit international students under the Chinese Government Scholarship Program. Those who apply for Chinese Government Scholarships must choose institutions and specialties from these 88 institutions. Please visit the website of the CSC (http: //www.csc.edu.cn) for further details. Applicants should meet the basic conditions prescribed in the Application Procedures, and must fill in the application forms strictly in accordance with its requirements. They also need to provide relevant application materials as indicated in the application information package. Application materials for scholarships must reach CSC before the deadline as specified in Application procedures via the embassy in China or the Chinese diplomatic missions in the applicants' home countries.

    CSC will review all the application materials it receives from the applicants via the embassies in China or the Chinese diplomatic missions in the applicants' home countries and forward the application materials to relevant institutions on the basis of the qualifications of the applicants and also taking into consideration the preferences of the applicants. The application will not be processed if the applicant's conditions are inconsistent with the recruitment regulations or if the application materials are incomplete. The institutions shall decide whether or not to admit the applicants. Finalized placements, specialties and duration of studies are in principle not to be changed. If the applicant has been in touch with or has been accepted by an institution (listed in the Directory) prior to application, the applicant is requested to enclose the relevant admission letter so that CSC may finalize the placement with the institution.

    CSC will send the List of Accepted Students, Admission Notice and Visa
    Application for Study in China (JW201) by July al to the relevant embassies in China or the Chinese diplomatic missions in the home countries of the scholarship students for them to forward these documents to the students via the authorities in charge in the scholarship students' home countries.
  6. Visa Application and Enrolment Procedures
    International students should apply for X Visa (student visa) or F (visit) Visa (to study for less than 6 months) to study in China from the Chinese embassy or consulate-general with the original copy and one photocopy of the Admission Notice and the Visa Application Form for Foreigners Wishing to Study in China (JW202 Form), while as for Chinese Government Scholarship student with (JW201 Form), Foreigner Physical Examination Form and the Blood Test Report (should be made at the appointed red-cross or state-run hospital in their countries by the Chinese embassy or consulate-general and be sealed by the Chinese embassy or consulate-general) and valid ordinary passport.

    International students should enter China within the dates specified in the visa, and undergo the inspections at the frontier inspection stations, customs and health departments. International students with X (student) Visas or F (visitor) Visas must handle provisional accommodation registrations within 24hours, and residence permits at local police stations within 30 days after they pass the frontier inspections.

    Upon arrival, applicants must go to the local Health Quarantine Department for an inspection of their health certificates. If the health records are out of date, or some items are not proper, then reexaminations are necessary. Residence and enrollment procedures are dealt with only after applicants pass the certificate inspections or health inspections by the Health Quarantine Department.

    All international students enrolled by the university must register in person at the university according to the dates on the Admission Notice. Those who fail to comply with the above requirements must request permission from the university in advance, or otherwise their enrollment may be cancelled.
    Those who have already studied in China must complete the Resident Permit transfer at the local police station before coming to another city.
  7. Climates and Daily Clothing in China
    Located in the east of Asia, China is at higher altitude in the west, lower and facing the Pacific Ocean in the east. The land area is within the northern temperate warm zone, and the whole territory features a continental monsoon climate. Winter temperatures differ greatly between north and south, and the temperature distinction between Guangzhou and Harbin can be 35 degrees centigrade in January. The summer temperature differential is small. Spring and autumn is warm and scenic with beautiful sunshine in most areas. Thin clothes are enough for spring and autumn in most areas. In winter, thick clothes are necessary for outdoor activities in the freezing areas north of the Qinling Mountains-Huaihe River line although heating systems are available in both classrooms and dormitories.
  8. Insurance and Family Members
    Although it is not compulsory, international students are advised to take medical insurance and personal security insurance before coming to China.
    Approval in advance by the university authorities is necessary if you would like your family members to accompany you to China. Accommodation for family members is not available in most Chinese universities because most dormitories are not big enough to accommodate students' family members.
  9. Psychological Preparations for a Different Society and Culture
    Psychological preparations in terms of social and cultural differences between China and your home country should not he neglected before you set off. Instead, consideration of possible problems and relevant solutions may be helpful to your happy academic life in China. Although most international students may feel very interested in all the happenings around when first arriving in China, soon you will feel quite annoyed because of the cultural changes, such as difficulty in oral communications, differences between value ideas and thinking manners. To get rid of sense of loss and confusion brought forth by the change of life style and customs of quite another kind of means to change your former life manner and life customs more or less when leaving your family and friends for China. For you will have to face a foreign environment that is completely different from the one you have got used to in the past. Only further understanding and gradual adjustment can help you shake off these senses of loss and puzzlement.temperate warm zone, and the whole territory features a continental monsoon climate.
  10. Characteristics of Chinese Culture Values
    Chinese culture, which is markedly influenced by Confucianism, is very different from Western cultures. Chinese culture is colored by the following characteristics: Moderate: Chinese are moderate in all things, they are likely staying calm and they are avoiding extremes or excess. Collectivism: Each Chinese person belongs to four basic groups 1 the work unit, family, school and community. Most Chinese are in harmony with each other. Individualism is not encouraged. Respectful: Chinese show great respect to elders, teachers, leaders (hierarchy) and friends/guests. Modesty: Chinese posses’ excessive humility and self-disparagement.

    Self-sacrificial: Chinese can give up valued things for the sake of others, particularly for those who have kinship or close friendship with them.

    Polite: Politeness is observed at all times. Confrontation and loss of face (for both sides) must be avoided.

    Responsible: Chinese have a strong sense of duty. They are responsible to many things such as work unit, family, friends, etc.

    Adaptable: Chinese are more easily to adapt themselves to the environment such as the social, political and economic context.

    Addictive to relationships: Chinese are addicted to relationships (blood relationship, social relationship, etc.) It is common in China that doing things depends on relationships (known as guanxi, “connections”).

    Besides, Chinese also value gentleness, wisdom, purity, impartiality, being undemanding, generosity, conscientiousness, sincerity, loyalty, trustworthiness, diligence, hard work and learning.
  11. Culture Adjustment in China
    Accompanying the rapid development of Chinese market economy as well as the increased international exchanges in all areas, Chinese people's values and attitudes to the world are very different from before. Chinese culture is changing as well. Due to a change of the cultural environment, language barriers, study difficulties and maybe sometimes a less comfortable living and studying environment (to some students from developed countries), international students, inevitably, seem to have to experience confusion, disorientation, and emotional upheaval in one way or another in various degrees. This phenomenon that results from a clash in culture is known as culture shock. The symptoms of culture shock include a preoccupation with personal loneliness and disease, a sense of being cheated, irritability with little provocation, hypersensitivity to perceived criticisms and depression. The adjustment to a foreign culture has been found to follow a U-shaped curve that contains four stages. At the initial stage (within two or three weeks after the newcomer arrives), the newcomer is excited and optimistic, his or her mood is high. In the second stage (after one or two months of his or her arriving), the quaint becomes extinct. Adjusting to the new culture turns into the reality of struggle. At stage three (after three or four months of his or her arriving), all of the culture's differences have become blatantly clear and the newcomer's basic interpretation system, which worked well at home, is now no longer at function. Frustration and confusion are highest and moods lowest. From stage four (after five months of his or her arriving), the newcomer begins to adapt, and the native responses related to culture shock dissipate. Finally, the newcomer has learnt what is important and what should be ignored. This culture shock cycle seems to be unavoidable and every newcomer needs to go through it. However, culture shock follows a relatively predictable pattern; the more newcomers get to know the culture that they are going to experience, the less culture shock they will experience. So international students are advised to prepare for the change of culture. An international student who is far away from home, as a stranger in a strange land, is recommended to follow the following suggestions so as to minimize the culture shock and rebuild a new routine and social life. The first suggestion is to know the cultural context of China before you leave your home country. If a cross-culture training program is available, attendance is advised. The second suggestion is to make friends with local people. Local friends cannot only share your loneliness, but also help you to adapt quickly to the new way of life. Foreigners in China will find it easy to make friends with Chinese people. The third suggestion, which is considered to be the key to the door to mental health and happiness, is to participate in the host country's institutional life. Entering institutional life can provide an opportunity to interact with people with either a local background or other cultural backgrounds. The more you interact, the more you will learn to understand how other people react under varying circumstances. This includes joining clubs, going to church, participating in parties organized by local communities. The fourth way is to go sightseeing during the weekends or holidays. The fifth suggestion is not to judge life in another country by your own cultural standards. Each culture has its own characteristics and allows its own people to satisfy universal physical and psychological needs, but each culture also provides different ways to achieve this. If you judge another culture by your own standards, you will never become immersed in that culture. The final method is to temper your expectations. Most international students find that they are not as effective as they would have been at home. This is natural. As strangers, in a strange environment, using another language to deal with the other 'strangers', they will certainly not do as well as they did at home. What you can do is to temper your expectations. You should reward yourself for whatever functional level you have achieved on any given day. Then, you can gradually raise your expectations. In short, whether or not you can study effectively and live happily in China will depend on the efforts that you make in coping with this cultural clash.

A Case of Admission Catalog of a Chinese University International Students Admission Catalog of Ocean University of China

Ocean University of China (formerly Ocean University of Qingdao. Hereinafter referred to as OUC) is a comprehensive university under the direct jurisdiction of the State Ministry of Education, offering coursework in the fields of Economics, Liberal Arts, Medical Sciences (Pharmaceuticals), Management, Law, Sciences, Engineering and Agronomy.

OUC is located in Qingdao, a renowned summer resort and attractive historic tourist city of scenic beauty and temperate climate, convenient with an international airport for direct [lights to Japan, Korea. etc.

The story of OUC can be traced back to 1924 when it was set up as the private Qingdao Univei-sity, out of which grew Shandong College of Oceanography in 1959. It became one of the 13 key comprehensive universities in China in October 1960. In 1988, Shandong College of Oceanography was renamed

Ocean University of Qingdao with Deng Xiaoping's calligraphy for it. In 2002, the university was renamed Ocean University of China.

OUC has three campuses: Yushan campus, Fushan (Maidao) campus and Laoshan campus, respectively located in the busiest section and eastern hi-tech area.

OUC consists of 18 colleges and departments that offer 48 programs con [erring Bachelor's degrees, 41 programs conferring Master's degrees, 16 programs conferring Doctor's degrees and 5 programs for postdoctoral research.

There are over 15,000 registered students at OUC. 2,100 of them are doing for Master's and Doctor's programs and over 500 of them are international students. Among the 1,100 faculty members there are many nationally and internationally recognized experts and scholars, two Academicians of the Chinese Academy of Sciences and five Academicians of Chinese Academy of Engineering.

Student orientation is the education philosophy of OUC, stressing the cultivation of the students' personalities and the development of their special skills and interests.

Among the well-equipped facilities for teaching and research, OUC owns Dong Fang Hong 2, a vessel of 3,500-ton displacement for both teaching and scientific research.

One of the major activities of OUC has been its extensive participation in international academic exchanges. Since the 1950s, OUC has accepted international students, and now has developed close cooperative relations with over 30 universities. It is also one of the universities that receive scholarship support for international students from the Chinese government.

International students can be enrolled according to their interests. There are also special courses designed for international students in the study of Chinese Language and Culture, as well as Undergraduate Courses in Chinese Language and in International Chinese Business. OUC programs, especially known for their first-rate faculty, high quality instruction, a variety of course work, many academic disciplines and domains of research, attract more than 1,000 students from over 30 countries around the world each year.

OUC has an established system for international student education for special non-degree students as well as undergraduates, masters and doctoral students.

The College of Liberal Arts has a highly qualified language faculty experienced in teaching international students Chinese. For example, Prof. Wang Meng, (former minister of Ministry of Culture), dean of the college, is a well-known Chinese writer. Some faculty members are experienced in teaching Chinese at universities abroad and have achieved outstanding reputations in teaching and research.

OUC is also one of the earliest universities in China to have accepted international students since the 1950s. We are now offering a vast range of programs to international students, including some tailor-made programs. Our programs, especially known for their high teaching quality and considerate services, have been attracting students from all over the world. Many world famous universities, such as the University of Cambridge of the U. K. and the Western Australian University of Australia, have chosen our university as the only or one of the two Chinese universities to conduct tailor-made courses for their undergraduate students. The International Education Center of the university, staffed with 25 members and equipped with cars, bus and international students' houses, provides assistance with applications, enrolment procedures, accommodation, social activities and trips, peer support and other administrative affairs. Enrollment Categories and Main Programs of Study

  1. Chinese Language and Culture Course
    This course is taught in Chinese composed of four levels of study: Elementary Level (A), Elementary Level (B), Intermediate Level (C,D), and Advanced Level (E), offering the following courses: Intensive Reading, Spoken Chinese, Reading, Listening Comprehension, Chinese Culture, Chinese Writing, and Reading of Chinese Newspapers and Periodicals.
  2. Undergraduate Program in the Chinese Language
    Compulsory courses include Intensive Reading, Spoken Chinese, Listening Comprehension, Reading, Writing, Modern Chinese, Chinese Culture, Modern Chinese Grammar, etc.

    Selective courses include Correction of Pronunciation, News Listening, Newspaper Reading, Translation, Chinese History, Selective Reading of Classical Literary Masters, Chinese Business, Chinese for Tourism, Modern and Contemporary Writer Research, etc. The courses are taught in Chinese.
  3. Chinese Business Program
    The courses are as follows= Elementary Chinese, Chinese Culture, Business Basics in China, Marketing Management in China, Investment in China, Wushu and Tai Ji, Case Studies in Chinese Business, Seminars, Excursions. The courses are taught in English.
  4. Summer Chinese Language Course
    This is divided into Beginner's Level, Intermediate Level, and Advanced Level and offers the following courses: Comprehensive Survey of the Chinese Language, Spoken Chinese, Listening Comprehension, Chinese Culture, and Reading. The courses are held in Chinese.
    Activities: Laoshan Mountain Tour, Sightseeing by Boat, Visiting Qing dao Beer Brewery and Lantern Festival, etc. (Expenses are excluded)
  5. Program for Bachelor's Degree
    Chinese Language and Literature, English, Japanese, French, International Economics and Trade, Law, Finance. Accounting, Marketing, Industry and Commerce Management, Tourism Management, Applied Mathematics, Information and Computational Science, Marine Chemistry, Coastal and Offshore Engineering, Automation, Mechanical Design, Civil Engineering, Food Science and Engineering, Aquaculture Science, Pharmacology, Environmental Engineering, Environmental Sciences, Biological Sciences, Bio-technology, Ecological Science, Computer Science and Technology, Marine Science, Atmospheric Science, Marine Technology, Surveying Technology and Engineering, Geology, etc. The courses are conducted in Chinese with international students and Chinese students.
  6. Program for Master's Degree
    Chinese Language and Literature, English, Japanese, Finance, International Economics and Trade, Accounting, Tourism Management, Marketing, Law, Environmental Engineering, Environmental Sciences, Aquaculture Science, Pharmacology, Food Science and Engineering, Geology, Biological Sciences, Biological Technology, Ecological Science, Marine Technology, Physics, Electronics and Information Engineering, Communication Engineering,
    Computer Science and Technology, Marine Science, Marine Management, Atmospheric Science. The courses can be taught in either English or Chinese.
  7. Program for Doctor's Degree
    Environmental Protection Law, Marine Environmental Management, Environmental Engineering, Environmental Sciences, Marine Science, Atmospheric Science, Aquaculture Science, Pharmacology, Food Science and Engineering, Marine Biology, Marine Chemistry, Marine Geology, Coastal and Off shore Engineering. The courses can be taught in either English or Chinese.

How to Apply

International students who intend to study at OUC may contact IEC of OUC for the brochure and application forms. The IEC is responsible for the enrollment and management of international students. Group registration is especially welcome.

  1. Self-financed Students
    First, the applicants should ask for the application forms from the IEC of OUC or download the forms from the website. Secondly, personal information about the applicants must be filled in block letters truly and correctly, and the application form, tuition fee, and other certificate materials should be sent to IEC at least two months before the opening day start of the school. Thirdly, any applicant admitted by OUC will receive the Admissions Notice, (JW202) (Visa Application Form for Foreigners) from the IEC. The applicant admitted should bring the Admissions Notice (Visa Application Form for Foreigners) to the embassy or consulate of the People’s Republic of China and applies for an X visa, and should have medical examinations in the hospital appointed by the embassy or consulate of the People's Republic of China. The medical examinations must cover all the items listed in the Physical Examination Record for Foreigner. Those who shall stay in China for less than 6 months may apply for "F" visa, and needn't take a medical examination.
  2. International Students under Chinese Government Scholarship Program
    Applicants may apply to CSC through the competent authorities of their home countries. Please visit the website of CSC for details.
  3. Arrival and Registration
    International students must report to the IEC of OUC with 4 photos, the passport, Admissions Notice (JW202 or JW201) and Physical Examination Record for Foreigner at the time specified in the Admission Notice. Those who fail to register without the prior consent of the IEC will be considered voluntarily giving up the enrollment, and those who are unable to register at the specified time must seek permission from the IEC directly.

    Notes: All applicants should be at least 18 years of age and in good health. All certificates presented in the application should be in Chinese or English.Application materials and fees are the university accepts applicants. Nonrefundable, whether or not the Cash or postal remittance, personal Checks are not accepted.

    (1) Application Fee/Tuition Fee: (paid only by RMB or US dollars)
    Notes: There are 2 semesters in one academic year; the tuition fee will not be refunded if the students can't continue their studies owing to personal reasons

    (2) Teaching materials: RMB 150--300 per term

    (3) Food: Students are responsible for their own food needs. They can have meals either at one of several university canteens (around US $ 100 a month) or cook i n the shared kitchen of the international student dorm.

    (4) Accommodation: There are 3 international students dorm buildings in OUC, with every room equipped with heater/air-conditioner, color TV, telephone, private toilet, and basic furniture. IEC service facilities include a shared kitchen, restaurant, sundries shop, laundry, table tennis room, Internet room and study rooms. There are also international telephone facilities, a photocopy machine, and a service for airline tickets.
  4. Certificate
    (1) Undergraduate and graduate students will receive a diploma upon completing all courses and passing all examinations and will be presented with a degree in accordance with the Academic Credential Regulations of the People's Republic of China.

    (2) Non-degree students will receive a certificate upon finishing their coursework.
  5. Guide for International Students
    (l) Study
    Compulsory courses for Chinese language students and majors in Chinese for bachelor's degree are usually conducted from 8:00 to 12:00 AM every week from Monday to Friday, while selective courses are held in the afternoon. These selective courses include Chinese Culture, Chinese History, Business Chinese, English, etc. International students enjoy the national festivals and holidays of China and the summer and winter vacations of the university.

    (2) The university provides a tutorial course for the HSK exam taught by highly qualified teachers. These classes require an additional fee.

    (3) Chinese language students and the majors of Chinese attend classes on the Fushan (Maidao) campus. Students attend CBP classes at the Yushan campus.

    (4) Study Tours
    In spring and autumn, IEC regularly organizes study tours to historical and scenic places for international students. The university covers part of the costs.

    (5) Scholarships
    In order to encourage international students, the university has established scholarships. Those who attend classes regularly and perform excellently in their studies have an opportunity to be awarded a scholarship.

    (6) Living Conditions
    I EC is on the Fushan (Maidao) campus, which is conveniently located, as it takes only 10 minutes by bus to get to the large supermarkets, such as Carrefour and Jusco, and 30 minutes by taxi to the airport.
